939 or AM2?

If it's 939 you may have to buy a processor online because it's getting harder to get them retail... if it's AM2 then it shouldn't be a problem.

If you want to try to make things a bit smoother without updating your processer get 2 gigs of ram but even then a Sempron is still a Sempron.

Well I have the 1GB upgrade with a 512 memory, that came stock. Although Dark Drakan said he had a 3100 and it works fine for him.

My roommate was tired of me complaining that I needed a new video card to run oblivion, so he found this nifty little website for me:

Oldblivion

It is a way for older graphics cards to be able to run oblivion perfectly. It may look less shiny, but it will run flawlessly (at least on my old **** GeForce FX 200 card.).

The guy who makes it has even gotten it to work on a pentium 3 processor.

Why would I need that, and why does it matter if my graphics card already supportts Oblivion?

You would only need it if your computer was too slow to run regular oblivion. If it is adequate, then disregard the link and game on, young gamer.
