You can recolor hairs styles. But trust me. I don't think there's any way to change how the hair looks.
You can add custom things to tattoo vendors, AKA tattooists? But not to barbers, so maybe switch some strings of code or whatever could make it so that you could add stuff to the barbers instead.

Oh. I kinda understand. But Hairstyles are harder to tweak and mess with. they have their own animation and such.

Yeah I know...hence why I said it'd be a totally different business. But I also bet if someone managed to unlock it, a great many artist would spit out hairstyle after hairstyle....
