Actually, this game does encourage corruption - if you want to get rid of Ruffians you need to bribe them enough to leave (for those lacking a decent shovel, Captain's Cutlass statue or tamed Sours). Similarly, you only get Ivor Bargain and his shop if you pay the beggar 1000 gold coins to get the hell out of your garden...
