Do I have to collect all the Treasure Quest Clues to be able to obtain the Frying Pan or can I just go to where ever it's located and dig/fish for it?

You can dig it up whenever you like, but it will have 0 Damage.

if you get ALL the treasure clues it will have 100 Damage and 5 Augmentation slots.
