Um you do know fable 2 is not shipping with co-op right ? you have to get a patch that will be released in the first week.

I dont have live anyways so i cant

actually, once you stick the CD in, you get patch.
One of the luckies who got F2 early confirmed.
..meaning the coop is fixed, but no one feels like stating it officially

ok here is the deal.. fable 2 does not have the co-op patch with it because they want all the players to start around the same time so no one ruins it for someone else. like me for instance im getting it on the 15th because i work at gamestop and we get early stuff. i can start on my character BUT i cant play co-op because they haven't activated it yet! get my jist?

I'm pretty sure that's not the reason.

Even without Co-op you can still ruin it. I doubt it's a first day release to prevent others getting before the release. They even said they were struggling to get it out on the first day.

What you may be thinking of is the number of orbs a player can see within their world at a given time. You can read more about that here:
