Nintendo admitted that Talon, Malon and Ingo are based on Mario, Peach and Waluigi

The ghosts aren't really a cameo, they can be found multiple places throughout the game

Ingo is a luigi look alike not waluigi, waluigi was not even invented yet, and Ingo has green on not purple

True and after alot of exploration on OoT and MM I couldn't find anyone similiar to waluigi.

Ingos personality fits Waluigi. Waluigi is older than you think, but for some reason Nintendo hates him....

OoT came out on the N64 which wasn't around in '89. It would be nine years later that OoT was released, still before Waluigi.

Waluigi is as old as Wario, they were created at the same time but Waluigi got scrapped because Nintendo didn't like him. He has since then been "casted" for different games but never made it.

no... waluigi was made for tennis for the 64 there and then not even thought of way back in the GB was out, they where thinking of makeing an evil peach/daisy character but decided to make wario have a brother insted <- i got that froma nintendo power mag

Actually, There is a difference between when the concept of Waluigi was created and when he appeared in the game. for all we know they might have had the concept before OoT.

Anythings possible for Nintendo. Maybe Pikachu was Warios cousin on some drunk employees storyboard. You never know.
