If you have any hacks/mods or custom content installed, temporarily remove them. Go to My Documents>EA Games>Downloads, and then Cut & Paste the Downloads folder to a temp location. Then try running the Sims 2 again without the custom content.
Custom Content like hacks/mods usually cause problems like that, and other odd gameplay behavior if the bugs aren't worked out of it. If the problem is fixed with the Downloads folder removed, then you'll have to do some trial & error in order find out exactly which hack is causing the problem.
If the problem continues even without the Downloads folder installed, then my only other guess is that there's either a problem with the Drivers, or there was some error during installation, or possibly a system file for the game is missing/corrupted due to a scratched/dirty disc.
Does an error window pop-up when it freezes, if so... what does it say?
