Welcome to ModTheSims2 is a place with many downloads - clothing, items, careers, etc.
But you should search Google yourself, I`ve downloaded from many, many places.

Haven`t tried myself... but I think it`s harder. Depends on what you want to do, of course.
Search for forums or tutorials and see for yourself.
