Across a covered URL one sees a website huddled between the stream and the vertical slope of nakedhairmen.com, and wonders at the cluster of rotting forums bespeaking an earlier architectural period than that of the neighbouring region. It is not reassuring to see, on a closer glance, that most of the userbase is deserted and falling to ruin, and that the broken-steepled website now harbours the one slovenly moderative establishment of the forum. One dreads to trust the tenebrous users of the forums, yet there is no way to avoid it. Once logged-on, it is hard to prevent the impression of a faint, malign odour about the /b/, as of the massed mould and decay of centuries. It is always a relief to get clear of the place, and to follow the narrow road around the base of the hills and across the level country beyond till it rejoins the rest of the Internet. Afterward one sometimes learns that one has been through Dunwich - erhm, I mean 4-chan.

But can anyone completely explain to me, what all of this is about?

/b/ is the name for the Random imageboard. Even 4Chan has rules, but they're quite relaxed in /b/. As a result, you're likely to come across just about everything that has ever been described as "just plain wrong."
