There aren't any restrictions on any weapons. Avo's Tear was simply put into TLC as a reward for not being a jackass.

The tattooist in Knothole Glade has been known to lead quite a careless lifestyle. There are a few threads here about these escapades, most of them about him disappearing.

He disappeared on my game once, and I found him in the Arena area lol.

There is also a thread on some of his crazy tattoos when hes consumed a shrrom or two.
