In this Sea city the answer decorates a outfain,
But i also will say that the answer is related with Thunder greater deed!

It seems that no one else wants to try, its actually dissapointing. Will someone at least try and beat me, this is beginning to become a pretty hollow title.

"Hook is in the way" seems to imply hook coast, which is a sea town. The fountain always looked like a dragon head to me, but since Thunder's "Greatest deed" is probably how he brought down lightning upon a nest of Krakans when he saved his sister, I'm going to go with that.
