Weapon effects?

Hi everyone I have a big question some of you might be able to answer. I see all of these threads and posts about how people are basically "making" new weapons, by changing texture, making it look totally different. Could anyone plz tell me how to do this, and also how to make that "Singing Sword" everyone is talking about
