Simple because more people would opt to buy an Xbox 360 than a Windows Vista PC as it works out cheaper, also Microsoft get more money from Xbox 360 games and sales as they only own Windows and not the PC's themselves. So Microsoft wouldnt gain any cash from people purchasing the PC but would for people purchasing the Vista operating system and the game.
